Ambitious schoolkid John Ibrahim arrives in Kings Cross and saves "Hammer“ from being clobbered by drunks, only to be stabbed himself in a later brawl. Detective Sergeant Trevor Haken transfers to Kings Cross Detectives and eases into police corruption.

Kim Hollingsworth uses prostitution to escape her boyfriend Trent. With help from drug king Bill Bayeh and his crew, Det. Sergeant Jim Egan and Trevor Haken devise a plan to swindle money from the Federal Police.

Trevor Haken strikes a deal with drug boss Bill Bayeh, sinking deeper into corruption. John Ibrahim survives a shooting and Kim Hollingsworth is rejected by the Police Academy.

Newcomer Benny Kassab starts dealing drugs in competition with the Bayeh brothers. Trevor Haken accuses his wife of having an affair with Det. Sergeant Neville "Scully“ Scullion. Kim Hollingsworth falls for Sergeant Dave and agrees to performing a police fundraiser strip show.

Louis Bayeh swears revenge on Benny Kassab's boys Shaka and Norm Korbage for shooting up his house. Detective Constable Debbie Webb is tricked into participating in an insurance scam and labelled a whistleblower when she reports it.

Constable Wendy Jones joins Kings Cross Police. Shut away in a useless taskforce, Debbie Webb sinks into alcoholism. Chief Inspector Dennis Kelly joins the National Crime Authority and abuses his privileges prompting an investigation.

John Ibrahim is investigated for the alleged murder of drug-pusher Talal Assad. Debbie Webb finds love with co-worker Greg Locke while Dennis Kelly takes her police corruption complaint to Internal Affairs in an attempt to further his career.

Kim Hollingsworth enrolls at Goulburn Police Academy. Debbie Webb continues to support politician John Hatton's crusade for a Royal Commission into the NSW Police Force. Sergeant Joe Dooley signs up for the Detectives' Course.

Inspector Gerry Lloyd recruits drug-pusher Shaka to expose the links between cops and crims. Kim Hollingsworth continues to risk her life working undercover. Dennis Kelly betrays long-time friend and colleague Jim Egan. John Ibrahim is hauled before Justice Wood.

With the Wood Royal Commission wrapped up, "DK“ recruits "Doc“ Kanaan and a crew of young punks to takes over the Kings Cross streets. Instigated by Joe Dooley, Strike Force Lancer is formed to fight this new wave of crime.

"Doc“ Kanaan devises a plan to divert suspicion away from him over the murder of "DK“. Dennis Kelly fights off competition from Gerry Lloyd and Det. Chief Inspector Sid Hillier for the coveted role of Police Commissioner.
