Photils includes an algorithm for generating hashtags for selected images using neural networks. Privacy is a key issue with photils, so the selected images never leave the phone.

Photils is not for generting fancy hashtags to make you more fame on Instagram. The app tries to generate meaningfull keywords but without any statistical information about often used Instagram hashtags.
