The instruction given for the development of Hindi language in Article 351 of the Indian Constitution is as follows:

The Central Hindi Directorate was established on 1 March 1960 as a subordinate office of the Ministry of Education (now the Department of Higher Education, Ministry of Human Resource Development) towards compliance with this spirit of the Constitution.
