本次更新主要優化 iBeacon 偵測、推播紀錄與戳章活動穩定性。

更新內容：

優化 Android 裝置識別碼機制，重新安裝 App 後仍可維持同一組裝置識別碼。
修正同一支手機可能產生多組設備 UUID 的問題。
優化 iBeacon 推播紀錄邏輯，同一裝置與同一 Beacon 於指定時間內不會重複建立過多紀錄。
修正戳章活動重新安裝後可能被判定為新裝置的問題，避免重複領取。
優化前景與背景 iBeacon 掃描流程，提高偵測穩定度。
優化 FCM 推播 token 與裝置 UUID 綁定流程。
修正部分裝置在啟動 BLE 掃描服務時可能發生異常的問題。
改善後台紀錄資料一致性，降低重複資料與伺服器負載。

本次更新不新增新的使用者資料蒐集項目，僅調整既有裝置識別碼與 iBeacon 掃描流程，以確保戳章、推播與 Beacon 記錄功能正確運作。
