The democratic transition in Indonesia, which occurred since 1998, has changed the paradigm of the administration of the state which was originally closed to be more open and provide wider space for public participation. One of the regulatory products of the new paradigm is Law Number 14 of 2008 concerning Public Information Openness (UU KIP). The FOI Law expressly provides obligations to public bodies to disclose information relating to their institutions, policies produced, and activities undertaken, including financial conditions and use of budgets. In other words, the public has the right to information from public bodies.
