Citizen Conan (=Fishing Eyes Police) is developed and jointly operated by National Police University Public Safety Policy Research Institute and Infiniguru Co., Ltd..
It is Korea's only 'voice phishing public (financial company) government (police agency) joint response network service' that prevents voice phishing.

Citizen Conan is a voice phishing instantaneous detector developed at the request of front-line police officers to detect malicious apps, remote control apps, similar remote control apps, smishing, etc. that are exploited in voice phishing. It is the same app as the old Fishing Eyes Police.

Citizen Conan detects apps used for voice phishing, such as malicious apps, remote control apps, and smishing, while Phishing Eyes includes most detection functions related to all fraudulent processes of voice phishing, such as 'malicious apps', 'remote control apps', 'smishing', 'whether or not to call with a phisher', 'malicious IP/URL detection', and 'KakaoTalk impersonation detection', depending on the version. We provide otherwise. Citizen Conan and Fishing Eyes work together with financial companies to prevent voice phishing from the 5 major deceptive actions of phishers (malicious apps, remote control apps, text, KakaoTalk, calls) and 5 major financial extortion channels (APP, WEB, ARS, ATM, counter).

We recommend that customers who want comprehensive voice phishing prevention install the Fishing Eyes app. Customers who have installed Fishing Eyes do not need to install the Citizen Conan app separately.

[Citizen Conan main features]

* Detects in real time phone interception apps used for various voice phishing, apps impersonating financial institutions, apps impersonating public institutions such as the police/prosecution, impersonating medical apps, impersonating courier/shopping apps, and malicious body cam apps.
* Detection and deletion function of installed malicious apps and uninstalled malicious files (.apk / .zip)
* Linkage with affiliated financial companies
As soon as voice phishing malicious app is detected, we jointly respond with affiliates agreed upon by the user and block financial transactions such as transfers and loans.

* Based on the Information and Communications Network Act for the protection of users related to smartphone app access rights, which came into effect on March 23, 2017, Citizen Conan accesses only the items absolutely necessary for the service, and the details are as follows.

1. Required access rights
- Storage space: Provides the ability to scan and delete uninstalled malicious apps
- Phone: Collect the terminal's mobile phone number to the Citizen Konan server (citizenkonan.com). The collected information is used to prevent financial damage at the source by cooperating with financial institutions.

* For operating systems lower than Android 6.0, individual consent to access rights is not possible.
Therefore, we recommend updating the operating system to Android 6.0 or higher using the device's software update function.
