The issuance of Law No. 21/1982 concerning the second amendment to Law No. 11/1966 concerning the provisions of the Press, then followed by the issuance of its implementation provisions, including the Minister of Information Regulation No. 12 of 1984 concerning Press Issuance Company License (SIUPP), gives the opportunity for the Press to increase its publication.
This opportunity was best utilized by PT Karya Banjar Sejahtera as the Publisher Agency to improve the 'Dynamics' newspaper, whose goal was to be published as a daily newspaper with a new name and 8 pages pages.
Thanks to the help of various parties, especially the Indonesian Journalists Association (PWI) and the South Kalimantan Branch of the Newspaper Publishers Union (SPS) and the moral support from the Governor of KDH Level I in South Kalimantan, finally PT Karya Banjar Sejahtera received a SIUPP through a Decree of the Minister of Information RI Number: 134 / SK / Menpen / A6 / 1986 dated April 5, 1986.
The first edition of the 'News Dynamics' newspaper was first published on May 2, 1986, to coincide with the Commemoration of National Education Day. The first recorded general leader / editor / person in charge of the daily newspaper publication as well as the founder was H Djohar Hamid.
In order to remain able to take part and be able to maintain its existence, its existence (Dynamics of News) was then strengthened by the joining of HM Taufik Effendie, and subsequently H Guntur Prawira.
Progress achieved by the National Press is so great and in new features, such as through management cooperation between the issuance of similar Press. This form of cooperation is indeed recommended by the government, especially for the issuance of national press in the regions, so that there is an even distribution of progress in the national press.
Then this was also recommended by the Union of Newspaper Publishers (SPS) as a National Press publishing organization.
This collaboration is intended not only to broaden the target audience but also to the efficiency in management, which is a demand in the era of globalization in the field of information and communication and to enter industrialization.
In this context ‘News Dynamics’ set the choice to establish cooperation in the PT Surya Persindo Group which has a fairly extensive Press publishing network in Indonesia.
The collaboration was also marked by improvements: the number of pages to 12, typographical features and features were adjusted to the demands of color printing.
The publication of 'News Dynamics' under new management began on July 16, 1990.
HM Taufik Effendie became the leader and then on the trust of the shareholders of the issuing body, it was proposed to be the General Leader / Editor / Person in Charge.
Upon this proposal, HM Taufik Effendie was inaugurated as General / Editor / Person in Charge through a letter of approval from the Indonesian Ministry of Information.
Under the leadership of HM Taufik Effendie, (Harian Pagi Dinamika Berita) moved more dynamically.
This was marked by the success in realizing the ideals of every Press person, who has his own office building, and gradually completing supporting facilities and infrastructure for the progress of the newspaper which has the motto 'Original Banua Newspaper'.
Development of News Dynamics from time to time continues to progress.
Then in January 2000, Dinamika News was able to redeem the shares planted by PT Surya Persindo, so that the shares are now owned by local people (HM Taufik Effendie's family and H. Djohar Hamid's family (late).
Thus at the same time also separated from PT Surya Persindo and stand alone.
In order to progressively become more dynamic in the future and expand the reach of newspaper circulation, it was agreed that there was a need to change the name from SKH Dinamika News to the Kalimantan Post General Daily on January 17, 2000 and that name is used today.
