Isoashi Kato was born in 1747 (Enkyo 4) at the main wholesaler in Okoshi-juku, Minoji, and became the 11th owner at the age of 24. In Okoshi, the Kato family was a well-known family who was allowed to use a sword with a surname for generations, and Isoashi has been actively involved in village administration since he was young as a central figure governing the village. The greatest achievement of Isogawa is that he led the "Kisogawazutsumi self-contracting movement". During the Tenmei era (1781-89), the Kiso River embankment near Okoshi became dangerous, so we petitioned the Owari clan for repairs, but construction was not carried out due to financial difficulties. Therefore, Isoashi obtained the permission of the clan and carried out the repair work on his own contract. This was an opportunity for self-contracting to be carried out in various places.
