Layanan Aspirasi dan Pengaduan Online Rakyat (LAPOR!) merupakan sarana aspirasi dan pengaduan berbasis media sosial pertama di Indonesia. Berbeda dengan sarana pengaduan lainnya, ketuntasan setiap laporan dapat diawasi oleh publik karena setiap laporan yang telah disahkan akan terpublikasikan pada situs LAPOR! dan dilengkapi dengan indikator penyelesaian. Laporan juga dapat didukung dan dikomentari sehingga mendorong interaksi antara pemerintah dengan masyarakat.

Masyarakat dapat mengirimkan laporan terkait program pembangunan maupun layanan publik secara mudah melalui berbagai kanal yang tersedia yaitu, melalui aplikasi ini, situs http://lapor.ukp.go.id, dan Short Message Service ke 1708 (tanggal kemerdekaan Indonesia).

Dalam mengirimkan laporan, masyarakat tak perlu bingung soal kewenangan pemerintah karena setiap laporan akan didisposisikan secara digital ke instansi terkait diantara 67 instansi pemerintah yang telah terhubung. Intansi tersebut termasuk seluruh Kementerian, sejumlah Lembaga Pemerintah Non-Kementerian, Pemerintah Provinsi DKI Jakarta, dan Pemerintah Kota Bandung. Kedepannya, LAPOR! akan terus membangun keterhubungan dengan seluruh instansi pemerintah guna menciptakan sarana aspirasi dan pengaduan yang terpadu secara nasional.
Complaints Online Services and People's Aspirations (LAPOR!) is a means of aspiration and complaint-based social media in Indonesia. In contrast to other means of complaint, the thoroughness of each report can be monitored by the public because of any reports that have been approved will be publicized on the site REPORT! and is equipped with an indicator solution. Reports can also be supported and commented that encourage interaction between the government and the public.

Communities can submit reports related development programs and public services are easily available through various channels, that is, through this application, the site http://lapor.ukp.go.id, and Short Message Service to 1708 (the date of Indonesian independence).
