Even if as a parent you do not want your child to be spending a lot of time on the phone or to have a smartphone of his or her own, you cannot deny them access to smartphones. Your child would see other kids of his using smartphones and would not be able to understand your point of view in case you deny them a smartphone access. Further, there are a lot of learning apps, videos and other elements present on a smartphone which are useful in the learning of kids.
