To strengthen the current rice seed system of Odisha by minimizing variance between seed demand and supply of major varieties, IRRI with support from Government of Odishahas devised a digital solution where demand for rice varieties are correctly accumulated and supply of the same can be efficiently executed.This system can potentially substitute existing practice of manually estimating demand which often doesn’t reflect the correct scenario and because of which supply of demanded varieties are often misled and improperly planned. This shortcoming weakens the whole supply chain system for rice varieties in the state. Against this backdrop, thismobile based application envisages to plug these loopholes and capacitate all key actors in the seed chain in terms of better supply planning. Apart from rationalizing demand and supply of rice seeds—this app provides users an opportunity to know about availability of HYVs with different dealers, varietal information, recommendation and management practices of major HYVs. Besides, block and district wise pattern and trend of different varietal demand are auto-generated which acts an important decision support system for Odisha State Seeds Corporation and Department of Agriculture in their efforts of making seeds available adequately and in a time bound manner to the farmers. Seed dealers across whole Odisha can easily and quickly put demand for various rice varieties for next season which when aggregated through an in-built dashboard of the application, it enables OSSC to strategically plan production and distribution across its dealers’ network, thus prospect of farmers’ timely access to preferred variety is enhanced. As of now, this app allows seed dealers to put demand for different varieties, but in future, this will be upgraded and operationalised in such way that even individual farmer will be able to record their demand for next season and aggregated demand will be collected by OSSC from farmers directly. Farmers, dealers and government officials with log in credential can use this app different ways directed toward boosting rice seed system of the state.
