StopApuestas Menor is a parental control application designed to protect minors from accessing unauthorized websites and applications, with a special focus on preventing illegal online gambling.

The application is installed on the minor's device and works through a local VPN that filters all internet traffic. Only previously authorized websites and applications can be used; any other access is automatically blocked. This local VPN operates exclusively on the device and does not redirect traffic to external servers or collect personal information.

StopApuestas Menor uses an official whitelist, managed by authorized agencies, which allows enabling or restricting access to specific websites and applications, guaranteeing a safe and controlled digital environment. This list is kept up-to-date to prevent access to illegal gambling platforms and other content unsuitable for minors.

In addition, the application monitors which applications are running in the foreground. If the minor attempts to open an application not permitted according to the settings defined by the Santa Fe Lottery or their legal guardian, a blocking screen (overlay) is displayed, preventing its use. From this screen, the child can request authorization from their guardian.

Use of the Accessibility Service

StopApuestas Menor uses the Android Accessibility Service exclusively for parental control and child protection functions. This service is used solely to:

Detect which application is active in the foreground.

Block unauthorized applications with a lock screen when the child attempts to access them.

Prevent unauthorized uninstallation of the application, ensuring continuity of parental control and allowing guardians to maintain supervision of the child's device.

The Accessibility Service is not used to collect personal data, record keystrokes, capture screen content, access messages, or monitor activities outside of the functions strictly necessary for parental control.

Activation of the Accessibility Service and the local VPN requires the explicit consent of the legal guardian, who can revoke these permissions at any time through the device settings.

StopApuestas Menor is part of a parental control ecosystem managed by the Government of the Province of Santa Fe, aimed at protecting minors, preventing illegal online gambling and promoting the responsible use of mobile devices.
