All courses and programs in what ever discipline one may choose to take up regardless of the country have some basic admission criteria. These have to be compulsorily fulfilled if the course has to be fully understood by the students. If a student has completed a course that does not bring knowledge up to the required levels, supplementary courses have to be completed. These are known as bridge courses that helps prepare candidates for the next higher level of learning. In your case, that one less year of undergrad duration has to be made up with a bridge course that will fill the gap for understanding the higher course you plan to do.
