App named " Local Send" lets you send any file type to any device (including TV's), is open source, and works on any android version. This app was awesome and helpful for a long time, but on current android versions, all it's capable of transmitting is pictures. Im pretty sure the majority of people were using it to send apk's to their android tv devices, which it can't do anymore. I hate to leave negative reviews, but I hope the dev will see this and do something about it.

This app will allow you to transfer files and apps between two TV's, mobile phone is not required. But works with phone to TV if that's what you need. You do need file manager, I use mixplorer but x-plore will work as well, others I am sure. The app ads TvFileTransfer directory, when you copy an app it creates the APK, add each APK to the Directory on the send system. Point to a TV with also running the app but in receiving mode. I then install on the target. Works great.

Super easy to use and very very fast. It does exactly what it says it does. My only criticism is that while it allows to send multiple files at once, it does not allow sending folders, so you have to use a file manager app on the tv to organize stuff into folders after sending the files over. I'm hoping that I'm a future version, support for sending folders will be added
