If you are a foreign resident of Japan you'll probably lose the ability to pay, send or receive funds for a couple of months when you are renewing your residence permit, so don't get too used to the app. Also I've never heard about a Japanese citizen having the same problem so I could chalk it up to discrimination, but the real reason is probably that no one at Paypay bothers cares to even acknowledge the problem.

Cannot give 0 *. Terrible app with poor GUI, analytics, telemetry and nonexistent support. Customer service ignores inquiries or blindly follows scripts, ultimately blaming customers without logical reasoning. When the app wouldn't start, I asked to delete my account. Their response? "Log in and do it yourself." Impossible when I can't access the app! The constant server pinging, even in the background, is intrusive. Avoid this app at all costs – they operate like yakuza.
