About this app

This app is the beta version of the HK Polling System, allowing you to participate in public testing of our system by joining polling events.

This beta version is for Hong Kong-born individuals aged 16 or above.

You need an ICAO 9303-compliant biometric passport with a functioning RFID chip. Your mobile device should have a functioning rear camera and NFC antenna.

How it Works:
Launch the app and select the polling event displayed on the homepage. Your device will enter offline mode. It checks your eligibility using your biometric passport. After passing the check, follow in-app instructions to proceed with the polling. The anonymized and encrypted ballot will be submitted to the polling server.

Eligibility Check:
The app scans (OCR) the Machine Readable Zone (MRZ) on your passport to access the embedded chip. It then reads the chip using NFC to confirm you meet the conditions (see "Eligibility" above) to participate. If ineligible, the session terminates automatically.


Offline and Local Processing:

All personal information is processed locally on the smartphone. The app does not send sensitive information like your name, date of birth, and passport number to a server. After selecting the polling, you'll be asked to turn off the Internet connection. The app proceeds only when the connection is off.

An Internet connection is required again for submitting your ballot. At that point, the app will erase all sensitive personal data collected. If you leave the app or turn on the Internet before prompted, the session terminates, and information is erased. Your personal information is not stored on the app or phone after use.

Your ballot is not associated with sensitive information like your name and date of birth, or your device information. We cannot distinguish your identity using your ballot.

Device Settings:
The app will never change your device settings without your knowledge. All required setting changes, like turning on/off flight mode, WiFi, and NFC, are done manually by you.
