Terry, mistakenly targeted as Spawn, stands no chance against Overtkill. Luckily, Spawn escapes from Twitch in time to help his old friend. He removes Terry from harms way, while his cape intercepts one of Overtkill's laser beams. Spawn ponders leaving town because his presence endangers the homeless. A spy tells his shadowy boss of Spawn's plans. The lackey sets up a meeting in the sewers with Spawn and his boss, who turns out to be the Violator. As they battle, the Violator warns Spawn that if he leaves town, his homeless friends will die.
After his costume recovers, Spawn invades Heaven's terran headquarters. He demands Bobby's release, threatening an oddly powerful old lady with death if he's not heeded. Luckily, the threat works. The Redeemer pursues them, but this time, Spawn transports Bobby and himself away from the fight and into the alleyways.
Spawn and Twitch find Max in a house along with seven other ghosts. After being shot by Sally, Twitch offers his life force to Max. Max refuses to let his father go toward the light. Spawn fights off a demon who claims that the ghost occupants of the house are its food. Spawn finally sends the demon back to Hell and uses his Hell-born powers to revive a near-death Twitch.
As Spawn and the Violator battle in the sewers, a water main ruptures and washes them away. Violator, worried by Spawn's rapidly developing armor, enlists Wynn to help him destroy Spawn.
