Batman enlists the Penguin's help in rescuing the citizens of quake-ravaged Gotham. A mysterious new villain calling himself the Quakemaster demands 10 million dollars, or he promises to unleash an even deadlier earthquake on the city!
As Batman is preventing a rooftop suicide following the devastating Cataclysm, he spots Mr. Freeze. Following him to an underground tunnel, they encounter Clayface, freed from captivity by the quake. As the man Batman rescued watches, the two villains battle each other--and the Dark Knight.
Batman must run through a gauntlet of dangers on his way to rescue a bunch of socialites trapped by the earthquake for a week. When he arrives, he discovers just how thin the veneer of civilization can be.
In quake-torn Gotham, Batman is captured by someone he was trying to help--a university professor driven mad after being trapped for two weeks with a classroom full of dead students. The professor decides to prove his theory of "devolution" by forcing Batman to perform a series of tasks no one could possibly survive.
The Blank Generation part 1! While Bruce Wayne tries to convince Gotham's businessmen not to abandon the city, the Mad Hatter begins a scheme to loot what little is left, and Narcosis sets off a cloud of gas that will destroy people's minds.
