In early May 2010, United Air Lines and Continental Airlines announced plans to merge the two airlines and signed a merger agreement. The passenger airline industry has struggled financially over the last decade, and these two airlines believe a merger will strengthen them. However, as with any proposed merger of this magnitude, this one will be carefully examined by the U.S. Dept. of Justice to determine if its potential benefits for consumers outweigh the potential negative effects. This statement describes: (1) an overview of the factors that are driving mergers in the industry; (2) the role of federal authorities in reviewing merger proposals; and (3) key issues associated with the proposed merger of United and Continental. Each year, the Federal Motor Carrier Safety Admin. (FMCSA) receives about 3,000 consumer complaints regarding interstate moving companies: some involve egregious offenses, such as holding goods hostage. Over the years, Congress has raised concerns about the adequacy of FMCSA's oversight of the industry. This report reviewed the: (1) extent to which states have used authority in the Safe, Accountable, Flexible, Efficient Transportation Equity Act to take federal enforcement action against interstate movers and challenges in using that authority; (2) extent and timeliness of FMCSA's progress in its consumer protection efforts; and (3) advantages and disadvantages of options for enhancing consumer protection in the industry. All-terrain vehicles (ATV), which are off-road motorized vehicles, usually with four tires, a straddle seat for the operator, and handlebars for steering control, have become increasingly popular. However, ATV fatalities and injuries have increased over the last decade and are a matter of concern to the Consumer Product Safety Comm. (CPSC), which oversees ATV safety, and to others. Many ATV crashes involving children occur when they are riding adult-sized ATVs. Manufacturers and dist have agreed to use their best efforts to prevent their dealers from selling adult-sized ATVs for use by children under the age of 16. This report examined: (1) how ATVs are used and the advantages of their use; and (2) the nature, extent, and costs of ATV crashes. Illus.
Since 1998, the number of flight delays and cancellations has increased 62% nationwide, while the number of scheduled flight operations has increased about 38%. Airlines reported that the majority of flight delays were caused by a previous aircraft arriving late; the national aviation system, affected by circumstances such as congestion or bad weather; and air carrier problems associated with how the airline schedules its flight crews. This report addresses the following questions: (1) How do airlines schedule flight crews? (2) To what extent, if any, does crew scheduling contribute to flight delays and cancellations? (3) What steps do stakeholders report might reduce delays and cancellations due to crew scheduling? Charts and tables.
