Upon completion of developing the facility layouts, the next phase of my responsibilities involved coordination with design consultants hired by the LIRR. The consultants were responsible for the architectural and structural designs of the new maintenance facility. The consultans typically were selected based on political connections and not their level of expertise. The design phase was muddled with incompetence and waste. Inept project management would add tens of millions of dollars and lengthly delays to the construction phase of the project. Upon completion of construction, a new regime intent on maintaining the status quo within the LIRR assues control of the new maintenance facility. The new regime is not committed to capitalizing on the labor efficiencies offered by the new facility. Key positions are then filled with managers' intent in preserving the traditional inefficient ways of the LIRR. My story concludes with the agendas of the new regime and conflicts with those who were trying to transform the LIRR into a socially responsible institution. My trials and tribulations along with personal victories and setbacks are all the basis of my book.

The history of exploration and establishment of new lands, science and technologies has always entailed risk to the health and lives of the explorers. Yet, when it comes to exploring and developing the high frontier of space, the harshest frontier ever, the highest value is apparently not the accomplishment of those goals, but of minimizing, if not eliminating, the possibility of injury or death of the humans carrying them out.
For decades since the end of Apollo, human spaceflight has been very expensive and relatively rare (about 500 people total, with a death rate of about 4%), largely because of this risk aversion on the part of the federal government and culture. From the Space Shuttle, to the International Space Station, the new commercial crew program to deliver astronauts to it, and the regulatory approach for commercial spaceflight providers, our attitude toward safety has been fundamentally irrational, expensive and even dangerous, while generating minimal accomplishment for maximal cost.
This book entertainingly explains why this means that we must regulate passenger safety in the new commercial spaceflight industry with a lighter hand than many might instinctively prefer, that NASA must more carefully evaluate rewards from a planned mission to rationally determine how much should be spent to avoid the loss of participants, and that Congress must stop insisting that safety is the highest priority, for such insistence is an eloquent testament to how unimportant they and the nation consider the opening of this new frontier.

Thus, it becomes necessary to come up with a new scientific approach to tackle management and engineering aspects of railways, to understand in-depth the origins and inter-relationships of the various situations and phenomena and to suggest the appropriate methods and solutions to solve the various emerging problems. This book aims to cover the need for a new scientific approach for railways. It is intended to be of use to railway managers, economists and engineers, consulting economists and engineers, students of schools of engineering, transportation, economics, and management. The book is divided into three parts, which deal succes-sively with management, track, and rolling stock, environment and safety.
Each chapter of the book contains the necessary theoretical analysis of the phenomena studied, the recommended solutions, applications, charts and design of the specific railway component. In this way, both the requirement for a theoretical analysis is met, and the need of the railway manager and engineer for tables, nomographs, regulations, etc. is satisfied. Railways in Europe have separated activities of infrastructure from those of operation. In other parts of the world, however, railways remain unified. The book addresses both situations (separated and unified railways). Railways present great differences in their technologies. Something may be valid for one such technology, but not for another. To overcome this problem, regulations of the International Union of Railways (UIC) as well as European Standardization (CEN) and European Technical Specifications for Interoperability (TSIs) have been used to the greatest extent possible. Whenever a specific technology or method is presented, the limits of its application are clearly emphasized.
This report examines the overall adequacy and balance of the PNGV research program to meet the program goals and requirements (i.e., technical objectives, schedules, and rates of progress). The report also discusses ongoing research on fuels, propulsion engines, and emission controls to meet emission requirements and reviews the USCAR partners' progress on PNGV concept vehicles for 2000.
