Review of the Department of Defense Test Protocols for Combat Helmets considers the technical issues relating to test protocols for military combat helmets. At the request of the DOD Director of Operational Test and Evaluation, this report evaluates the adequacy of the Advanced Combat Helmet test protocol for both first article testing and lot acceptance testing, including its use of the metrics of probability of no penetration and the upper tolerance limit (used to evaluate backface deformation). The report evaluates appropriate use of statistical techniques in gathering data; adequacy of current helmet testing procedures; procedures for the conduct of additional analysis of penetration and backface deformation data; and scope of characterization testing relative to the benefit of the information obtained.

The stockpile stored at BGAD consists of mustard agent loaded in projectiles, and the nerve agents GB and VX loaded into projectiles and M55 rockets. BGCAPP will process the rockets by cutting them, still in their shipping and firing tube (SFT), between the warhead and motor sections of the rocket. The warhead will be processed through BGCAPP. The separated rocket motors that have been monitored for chemical agent and cleared for transportation outside of BGCAPP, the subject of this report, will be disposed of outside of BGCAPP. Any motors found to be contaminated with chemical agent will be processed through BGCAPP and are not addressed in this report.
Disposal Options for the Rocket Motors From Nerve Agent Rockets Stored at Blue Grass Army Depot addresses safety in handling the separated rocket motors with special attention to the electrical ignition system, the need for adequate storage space for the motors in order to maintain the planned disposal rate at BGCAPP, thermal and chemical disposal technologies, and on-site and off-site disposal options. On-site is defined as disposal on BGAD, and off-site is defined as disposal by a commercial or government facility outside of BGAD.

In late 2011, the United States Congress directed the NASA Office of Inspector General to commission a "comprehensive independent assessment of NASA's strategic direction and agency management." To provide a context for this analysis of present and proposed U.S. boost-phase and non-boost missile defense concepts and systems, the committee considered the following to be the missions for ballistic missile defense (BMD): protecting of the U.S. homeland against nuclear weapons and other weapons of mass destruction (WMD); or conventional ballistic missile attacks; protection of U.S. forces, including military bases, logistics, command and control facilities, and deployed forces, including military bases, logistics, and command and control facilities. They also considered deployed forces themselves in theaters of operation against ballistic missile attacks armed with WMD or conventional munitions, and protection of U.S. allies, partners, and host nations against ballistic-missile-delivered WMD and conventional weapons.
Consistent with U.S. policy and the congressional tasking, the committee conducted its analysis on the basis that it is not a mission of U.S. BMD systems to defend against large-scale deliberate nuclear attacks by Russia or China. Making Sense of Ballistic Missile Defense: An Assessment of Concepts and Systems for U.S. Boost-Phase Missile Defense in Comparison to Other Alternatives suggests that great care should be taken by the U.S. in ensuring that negotiations on space agreements not adversely impact missile defense effectiveness. Created in 1982 by Gaston Glock, an obscure Austrian curtain-rod manufacturer, and swiftly adopted by the Austrian army, the Glock pistol, with its lightweight plastic frame and large-capacity spring-action magazine, arrived in America at a fortuitous time. Law enforcement agencies had concluded that their agents and officers, armed with standard six-round revolvers, were getting "outgunned" by drug dealers with semi-automatic pistols. They needed a new gun.
When Karl Water, a firearm salesman based in the U.S. first saw a Glock in 1984, his reaction was, “Jeez, that’s ugly.” But the advantages of the pistol soon became apparent. The standard semi-automatic Glock could fire as many as 17 bullets from its magazine without reloading (one equipped with an extended thirty-three cartridge magazine was used in Tucson to shoot Gabrielle Giffords and 19 others). It was built with only 36 parts that were interchangeable with those of other models. You could drop it underwater, toss it from a helicopter, or leave it out in the snow, and it would still fire. It was reliable, accurate, lightweight, and cheaper to produce than Smith and Wesson’s revolver. Made in part of hardened plastic, it was even rumored (incorrectly) to be invisible to airport security screening.

One of the remaining sites with chemical weapons stockpiles is the Blue Grass Army Depot near Richmond, Kentucky. In this case, caustic hydrolysis will be used to destroy the agents and energetics, resulting in a secondary waste stream known as hydrolysate. Review Criteria for Successful Treatment of Hydrolysate at the Blue Grass Chemical Agent Destruction Pilot Plant develops criteria for successfully treating the hydrolysate, identifies systemization data that should factor into the criteria/decision process, suggests potential modifications to suggested treatment that would allow continued onsite processing, and assesses waste disposal procedures. This study further examines the possibility of delay or failure of the existing technology and examines possible alternatives to onsite treatment.
The recommendations in this book focus on changes in NASA policies that would directly reduce or eliminate the cost growth of Earth and space science missions. Large cost growth is a concern for Earth and space science missions, and it can be a concern for other missions as well. If the cost growth is large enough, it can create liquidity problems for NASA's Science Mission Directorate that in turn cause cost profile changes and development delays that amplify the overall cost growth for other concurrent and/or pending missions. Addressing cost growth through the allocation of artificially high reserves is an inefficient use of resources because it unnecessarily diminishes the portfolio of planned flights. The most efficient use of resources is to establish realistic budgets and reserves and effective management processes that maximize the likelihood that mission costs will not exceed reserves. NASA is already taking action to reduce cost growth; additional steps, as recommended herein, will help improve NASA's mission planning process and achieve the goal of ensuring frequent mission opportunities for NASA Earth and space science.

At Guadalcanal, the Marine Corps’ machine gunners took everything the Japanese could throw at them in one of the bloodiest battles of World War II; their position was so hopeless that at one point they were given the go-ahead to surrender. Near the Chosin Reservoir in Korea, as the mercury dropped to twenty below, the 1st Marine Division found itself surrounded and cut off by the enemy. The outlook seemed so bleak that many in Washington had privately written off the men.

The overall quality of ARL's technical staff and their work continues to be impressive, as well as the relevance of their work to Army needs. ARL continues to exhibit a clear, passionate concern for the end user of its technology--the soldier in the field. While two directorates have large program-support missions, there is considerable customer-support work across the directorates, which universally demonstrate mindfulness of the importance of transitioning technology to support immediate and near-term Army needs. ARL staff also continue to expand their involvement with the wider scientific and engineering community.
This involvement includes monitoring relevant developments elsewhere, engaging in significant collaborative work (including the Collaborative Technology Alliances), and sharing work through peer reviews. In general, ARL is working very well within an appropriate research and development niche and has been demonstrating significant accomplishments.

Flight research is a tool, not a conclusion. It often informs simulation and modeling and wind tunnel testing. Aeronautics research does not follow a linear path from simulation to wind tunnels to flying an aircraft. The loss of flight research capabilities at NASA has therefore hindered the agency's ability to make progress throughout its aeronautics program by removing a primary tool for research.
Recapturing NASA's Aeronautics Flight Research Capabilities discusses the motivation for NASA to pursue flight research, addressing the aspects of the committee's task such as identifying the challenges where research program success can be achieved most effectively through flight research. The report contains three case studies chosen to illustrate the state of NASA ARMD. These include the ERA program and the Fundamental Research Program's hypersonics and supersonics projects. Following these case studies, the report describes issues with the NASA ARMD organization and management and offers solutions. In addition, the chapter discusses current impediments to progress, including demonstrating relevancy to stakeholders, leadership, and the lack of focus relative to available resources.
Recapturing NASA's Aeronautics Flight Research Capabilities concludes that the type and sophistication of flight research currently being conducted by NASA today is relatively low and that the agency's overall progress in aeronautics is severely constrained by its inability to actually advance its research projects to the flight research stage, a step that is vital to bridging the confidence gap. NASA has spent much effort protecting existing research projects conducted at low levels, but it has not been able to pursue most of these projects to the point where they actually produce anything useful.
