Tok Janggut atau nama sebenarnya Haji Mat Hassan bin Munas atau Panglima Munas lahir di Kampung Saring di daerah Jeram, Kelantan, pada tahun 1850. Ayahnya, Panglima Munas berkhidmat sebagai panglima istana Tengku Seri Maharaja Jeram. Maka, Tok Janggut juga dibesarkan dan dididik di dalam istana. 

Apabila dewasa beliau dihantar menuntut di Mekah dan pulang ke tanah air pada tahun 1910 ketika berusia 60 tahun. Setahun sebelum itu, pada tahun 1909, berlakunya perjanjian Inggeris-Siam yang menyebabkan Kelantan, Terengganu, Kedah dan Perlis diletakkan di bawah kuasa Inggeris, manakala Patani, Menara, Jalor dan Setol di bawah kuasa Siam. 

Campur tangan Inggeris di Kelantan tidak disenangi penduduk tempatan apatah lagi apabila Inggeris membuat perubahan yang bertentangan dengan adat istiadat Melayu dan undang-undang Islam. Sentimen anti-Inggeris semakin meningkat apabila tercetusnya perang dunia pertama pada Ogos 1914 yang mana British berperang dengan Turki Uthmaniyyah. Kerajaan Kelantan berada dalam keadaan tersepit akibat perjanjian Inggeris-Kelantan 1910 dan dipaksa menyatakan sokongan mereka kepada British dalam peperangan itu. 

Keputusan Kelantan memihak kepada British dan bukan Turki Uthmaniah dalam perang dunia pertama mengecewakan Tok Janggut kerana bertentangan dengan fatwa Syaikhul Islam, Khayri Effendi, yang mewajibkan umat Islam berjihad menentang British dan sekutunya. Penindasan menerusi kutipan cukai yang tinggi menyemarakkan lagi kemarahan penduduk Kelantan. 

Pada mulanya Tok Janggut dan pengikut turut membayar cukai walaupun tidak berpuas hati. Tetapi apabila terpaksa menunggu selama beberapa hari di pejabat tanah kerana tidak ada pegawai mengutip cukai, akhirnya Tok Janggut memutuskan tidak mahu membayar cukai dan memimpin gerakan menentang Inggeris pada tahun 1915.
