Richard Holbrooke, who died in December 2010, was a pivotal player in U.S. diplomacy for more than forty years. Most recently special envoy for Iraq and Afghanistan under President Obama, Holbrooke also served as assistant secretary of state for both Asia and Europe, and as ambassador to both Germany and the United Nations. He had a key role in brokering a peace agreement among warring factions in Bosnia that led to the Dayton Peace Accords in 1995.

I wonder how long a private state department jet could fetch one from Washington, Dc and shuttle him to Belgrade, Serbia? Ambassador Richard Holbrooke knows this route like the back of his hand for president Clinton entrusted no one else to ferry such critical, higly urgent, and above all else, Very time sensitive. You see, the 42nd president of these United States does NOT lose his composure or temperament often, but the push by the Serbian Army crudely pulling 12 year old girls to be systematically raped was to much: This Evil Must Stop Immediately and Unconditionally, for if push came to shove the president confided in the Ambassador that he was even prepared to "go it alone should that unlikely scenario become a reality. The Paradigm I refer to at the beginning of my review is really quite simple and straightforward: ANY state, REGARDLESS OF HER LOCATION, that slaughters its innocents, rapes little girl to score a "psychological victory AND humiliate the victim into helplessness and submission" would from henceforth be dealt with on a case by case basis, and should the president and his National Security Council clearly see war actions that clearly violate rules of engagement t

About the author

Derek Chollet is counselor and senior advisor for security and defense policy at The German Marshall Fund of the United States, an advisor to Beacon Global Strategies, and an Adjunct Senior Research Scholar at Columbia University's Saltzman Institute of War and Peace Studies. From 2012 - 2015, Chollet was the U.S. Assistant Secretary of Defense for International Security Affairs, where he managed U.S. defense policy toward Europe (including NATO), the Middle East, Africa, and the Western Hemisphere.

Chollet has also been a fellow at The Center for a New American Security (CNAS), the Brookings Institution, the Center for Strategic and International Studies (CSIS), and the American Academy in Berlin. He has been a visiting scholar and adjunct professor at The George Washington University and an adjunct associate professor at Georgetown University.

Samantha Power: " Samantha Power is the executive director of the Carr Center for Human Rights Policy at the John F. Kennedy School of Government at Harvard University. From 1993 to 1996 she covered the wars in the former Yugoslavia as a reporter for U.S. News and World Report and the Economist. In 1996 she worked for the International Crisis Group (ICG) as a political analyst, helping launch the organization in Bosnia. She is a frequent contributor to the New Republic and is the editor, with Graham Allison, of Realizing Human Rights: Moving from Inspiration to Impact. A native of Ireland, she moved to the United States in 1979 at the age of nine, and graduated from Yale University and Harvard Law School. She lives in Winthrop, Massachusetts. "
