La difficile transizione di una città, Napoli, da industriale a post-industriale, è l'oggetto del volume. Si tratta di due condizioni urbane solo in parte storicamente compiute. La prima, l'industrializzazione, si snoda tra contraddizioni e ritardi, tra la legge del 1904 e la ricostruzione post-bellica. La seconda, la deindustrializzazione, si dipana, al contrario, rapida e sconvolgente, ad est e ad ovest del tessuto urbano negli ultimi decenni, mentre il centro perde le sue funzioni. La città cerca di adeguare all'evoluzione della sua contrastante realtà la strumentazione urbanistica, non sempre con successo, spesso con ritardi.
