"Safely You Deliver" concludes the story begun in "A Succession of Bad Days". If you've read "The March North" and "A Succession of Bad Days", the only question you are likely to want a review to answer is "Will this book disappoint?" No, it won't. If you enjoyed ASoBD, you will want to read SYD. It finishes the story in a satisfying manner. It is different enough in style, focus, and main viewpoint character. It continues to flesh out the world of the Commonweel - sufficiently to cause you to reinterpret your understanding of this world. As was true of the earlier novels, the world in which the novel is embedded is its best element.
