About the author
L. Ronald Scheman is Director General of the Inter-American Agency for Cooperation and Development. From 1993 to 1998, he served as the United States Executive Director of the Inter-American Development Bank. His previous books include The Foundations of Freedom, The Inter-American Dilemma, and The Alliance for Progress. He lives in Washington, D.C.
