The Ryan White Comprehensive AIDS Resources Emergency Act (CARE Act) was enacted in 1990 to respond to the needs of individuals & families living with AIDS. In FY 2004, over $2 billion in funding was provided through the CARE Act, the majority of which was distributed through Title I grants to eligible metro. areas & Title II grants to states & territories.
