This publication examines the rationale, indicators, and policy pathways for establishing an economy-wide quantified energy efficiency target in India. The publication reviews India’s evolving energy efficiency landscape under the Energy Conservation Act, the Bureau of Energy Efficiency’s programmes, and international experiences from countries such as the European Union, Germany, Australia, China, Thailand, South Korea, Argentina, and the United States. It discusses possible approaches for India to develop economy-wide targets through energy modelling, sectoral aggregation, and federal unit aggregation frameworks. The brief argues that clearly defined energy efficiency targets can support India’s nationally determined contributions, strengthen monitoring and implementation mechanisms, reduce emissions, improve energy security, and accelerate the transition towards sustainable energy systems.

Vatsala Sharma is an Associate Fellow at The Energy and Resources Institute (TERI), working on energy policy, climate mitigation, and sustainable energy systems.

Arpita Pandey is a Research Associate at The Energy and Resources Institute (TERI), engaged in research on energy efficiency, climate policy, and sustainable development.

Dr Shailly Kedia is a policy researcher who is a Senior Fellow and Director with The Energy and Resources Institute (TERI), where she leads sustainable development and green growth initiatives. Dr Kedia has been with TERI since 2009 and is a multidisciplinary research professional with more than 20 years of experience in policy research, outreach, and capacity building. At TERI, she has spearheaded the work on green budgeting, green public procurement, green finance, and sustainable consumption and production. Her areas of expertise include green growth, sustainable development policy, international organization, finance, and the interface between climate and development policies.

Mr Souvik Bhattacharjya is engaged with the Resource Efficiency and Governance Division of The Energy and Resources Institute (TERI) as its Director. He is also a visiting faculty at the TERI School of Advanced Studies, a Member of the BIS committee on environment management, and the co-ordinator of the South Asia Regional Centre of Excellence (RCoE), for Sustainable Consumption and Production (SCP) of UNEP. With over 18 years of rich experience in the field of resources, energy and environmental research and consulting, Mr Bhattarcharjya’s area of research includes resource efficiency and circular economy, greening of infrastructure, life cycle assessments, economics of environmental goods and services, and trade in environment and resources. An expert of data analytics and economic models that help to capture energy-resource and economy interactions, he is the recipient of the Young Global Economic Fellowship (2011) by the Kiel Institute of Global Economy, Kiel, Germany. A postgraduate in Economics (with specialization in World Economy) from the School of International Studies, Jawaharlal Nehru University, New Delhi, Mr Bhattacharjya is pursuing his doctoral from the Indian Institute of Management (IIM), Lucknow.
