William W. Kelloggis a senior scientist at the National Center for Atmospheric Research (NCAR) and an architect of the World Climate Programme of the World Meteorological Organization.

Robert Schwareis a political scientist in the Advanced Study Program at NCAR. They wrote this book under the auspices of the Aspen Institute for Humanistic Studies, supported by a contract with the U.S. Department of Energy.
