Mai 1950) 1951 verabschiedet wurde, sollte ein gemeinsamer Markt geschaffen und damit eine gemeinsame Kontrolle, Planung und Verwertung dieser Grundstoffe ermöglicht werden1. Erstmals war damit eine supranationale Organisation eines zentralen Wirtschaftsbereiches gelungen an der sich zunächst Frankreich, Italien, die Bundesrepublik Deutschland und die Beneluxstaaten beteiligten. Der Funktionalismus2 geht von einem Druck zur weiteren Integration, ausgehend von der EGKS aus.
