Beruhend auf der Funktionslogik des parlamentarischen Regierungssystems fällt der Bundestagsmehrheit bei der parlamentarischen Mitsteuerung und Beeinflussung des Regierungshandelns die zentrale Rolle zu. Sie tut dies in erster Linie durch ein komplexes informales Instrumentarium sowie mittels informaler Prozessabläufe. Dadurch werden Defizite des Regierungshandelns zum Teil kompensiert. Die zentrale Fragestellung der Studie besteht darin, diese informalen Mitsteuerungsprozesse und -strukturen in ihrem Ausmaß, ihrer Qualität, ihrem Entstehungszusammenhang, ihrer Wirkungsweise und ihren Folgen aufzuspüren, systematisch zu erfassen und anhand eines speziell entwickelten Forschungsansatzes zu erklären.
