"This research report - a product of the Reliability focus area of the second Strategic Highway Research Program (SHRP 2) - presents findings on the feasibility of using existing in-vehicle data sets, collected in naturalistic driving settings, to make inferences about the relationship between observed driver behavior and nonrecurring congestion. General guidance is provided on the protocols and procedures for conducting video data reduction analysis. In addition, the report includes technical guidance on the features, technologies, and complementary data sets that researchers should consider when designing future instrumented in-vehicle data collection studies. The 2005 Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users authorized the Dept. of Transportation (DoT) to establish a highway research program to address future challenges facing the U.S. highway system. In 2006, the Second Strategic Highway Research Program was established to conduct research in four areas -- safety, renewal, reliability, and capacity. The legislation also required a review of the program no later than three years after the first research contracts were awarded. This report provides information about the process for selecting the program's projects for funding, the projects' status, and what, if any, research was eliminated because of funding and time constraints. Fatalities on U.S. roads now total over 40,000 each year. Future reductions may require the Dept. of Transportation (DoT) to address new trends such as evolving crash-avoidance technologies and rapidly changing electronic devices that may distract drivers who use them on the road. This report examines how DoT is addressing fast-moving trends such as these, and examines how DoT is: (1) deciding on responses to the crash avoidance and electronic distractions trends --given available evidence and uncertainties; (2) developing new evidence on these trends' safety impacts; and (3) communicating with the Congress about these and other trends and related issues.
