- Added new buff/debuff 'CP Cost' where cp cost can be increased or decreased by a percentage

- Added new buff 'SP Heal Fixed' which increases SP on a fixed amount
- Fixed talent and senjutsu skills cooldown getting reset when proceeding to the next stage
