Creative Rhythm Metronome is a quality tool that every serious musician must have. It’s a wide range tempo (20-600 bpm) accurate stereo metronome with advanced rhythmic capabilities. Creative Rhythm Metronome is much more than a simple metronome, it allows to build a custom bar with interesting rhythms, not just repeating beats. It also comes with nice sounds and animations and a speed trainer feature.
Used worldwide since 2012 and claimed by many musicians and music teachers as the best metronome , it's had its fair share of some interesting uses, such as: Meditation, CPR training, speed reading, detecting bpm of song, measuring the heart rate, driving your wife crazy...

About the "Read only access to phone state" permission. This apps only needs this permission, which allows it to keep playing while returning to the home screen or opening another app, and to be able to stop sound immediately when a phone call is detected.
