when is working it good but sometimes like this morning it closed instantly and will not let my in

I can not get logged in. I log in to my regular local portal with my id and password but can not get logged into the app portal. It does not pick up on my local portals password nor does it offer to say you forgot a password. Unable to log in and yes I know my password for my regular local portal.

Any functionality (except make a payment) gone. Can't access any information that could before. Also, the app funnels you to the webpage now.
