About this app

This app is made for Kochi citizens, it is an app that can check and tell the emergency evacuation site at the time of disaster. With one touch, you can display nearby emergency evacuation sites and send a rescue request (SOS) message to the Kochi City Disaster Response Headquarters. The SOS message sent to the Disaster Response Headquarters will be used for rescue operations. Even in the unlikely event that a mobile phone network or the Internet is not available, SOS messages can be transmitted to the headquarters using the "smartphone de relay®" (*) technology.
The location information (GPS) is used when sending a rescue request message. When location information is not available, you can tell it by selecting the address on the screen.

Even in normal times, you can display nearby emergency evacuation sites. Kochi City has designated emergency evacuation sites (hills, tsunami evacuation buildings) in preparation for a tsunami disaster. There is no stockpiling at emergency evacuation sites (temporary evacuation purpose). When you are isolated by submersion, rescue is required.

Smartphone deRelay® can help people around you by launching the app as a relay smartphone, even if you do not send messages in the event of a disaster. However, the battery will be consumed a little accordingly.
We hope that this app will nurture the spirit of "co-assistance" that helps people around you, and will be a "hope" that will help many people feel safe and secure.

(Note)
This application is premised on use in Kochi city and cannot be used outside Kochi city. Messages are used only when emergency earthquake alerts, tsunami alerts, and flood alerts are issued, and are not handled at all during normal times.

* What is "smartphone de relay?"
When you can't use your mobile phone or the Internet, you can send a message to a nearby smartphone (around 100m) using this app using WiFi or Bluetooth radio waves from your smartphone. By repeating this like a bucket brigade, it will be possible to deliver the message to the destination someday. Depending on the smartphone model and OS, there is a difference in ease of connection. Since it uses the WiFi and Bluetooth of the smartphone to relay, the battery consumption is necessary for that.
Smartphone deRelay® is a registered trademark of Tohoku University and Structural Planning Research Institute, Inc. Along with its technology, NTT Docomo's Adhoc Communication SDK is also used.
