Drive test and speed test fixes

• Drive tests now judge 4G cells on a 4G signal scale, so a cell the portal passes no longer fails on your phone
• Signal limits come from the portal and can be corrected without a new app version
• Speed tests only say "ended early" when a transfer was really cut short, not when the test finished normally
• If your app is out of date you will now see a countdown before it stops working
