We cannot see the number because Jelly is stuck on the number chart. See the surrounding numbers displayed on the number layout. When you give the correct maniplative to the jelly, it pops and the unseen number will appear! You can easily understand the relationship between two digit numbers by combining the number in the 10s and 1s.
