For organizations providing services to the population, fines and sanctions have been introduced for not posting information about themselves, utility tariffs, and the cost of services rendered. Initially, it was assumed that clients of management companies that do not interact with the GIS housing and communal services can receive housing and communal services for free and not pay for housing and communal services. However, later, this idea was abandoned, limiting itself only to fines and administrative responsibility.
The system began to be deployed in various regions of the country since 2014: the Khanty-Mansiysk Autonomous Okrug and the Republic of Bashkortostan. In Rostov, Tula, Kostroma, Tambov, Kirov regions. This process started in 2019, when the law on GIS housing and communal services was signed. In July 2019, the system will work in full in the largest cities of the country: Moscow and St. Petersburg.
