What's new

Magic balancing changes:
* Magic tower rest rate becomes capped at 1.5 magic towers per land. This does not affect the ability to train additional wizards, but prevents super-speed resting by having high magic towers. This should not affect most players.
* The magic power of offensive spells becomes capped at certain thresholds. (10% max buildings destroyed, 25% max pop killed, 25% max food or resources spoiled). This should not affect most players unless extremely heavy magic oriented.
