Oakland, founded in 1852 is the administrative seat of Alameda County. Referred to as the "Brooklyn of San Francisco" or "sister of San Francisco", Oakland is located across the Bay Bridge facing San Francisco's East Bay, nestled against the hills of Berkeley and in contact with five of East Bay's regional parks . North of Oakland is Berkeley, home to the renowned University of California and to the west, across the Bay Bridge, is San Francisco. Its port is the busiest port in the San Francisco Bay, the whole of Northern California. Oakland is a charter city. Oakland territory covers what was once a patchwork of California coastal terraced prairie, oak groves, and northern coastal scrub. Oakland has a significant art scene and claims the highest concentration of artists per capita in the United States. In 2013, Oakland was designated as one of America's top twelve art communities, recognizing Downtown (including Uptown), Chinatown, Old Oakland, and Jack London Square.
