Very difficult to send payments to Russia (they don't usually have Paypal so I had to pay with Western Union) . You might need to send Rubles in an enveloppe, that's unacceptable in this day and age.

PayPal is rather unfriendly in terms of commission and extra verification, so often sellers do not like it. Also, many of them do not speak English, rarely have Western customers and do not really have a need to deal with PayPal. However, they do mention the payment methods they accept in the item listing. This is how you can differentiate them.
