Under the Maharashtra Management of Irrigation Systems by Farmers Act, 2005 (MMISF, 2005),
farmers within the command areas of irrigation projects have to form Water User’s Associations
(WUAs) to take over water management. The major functions of the water user’s association are:
1) Allocation of the entitled water to its members
2) Crop planning and water scheduling
3) Maintenance of the records and data with respect to water use and distribution for
monitoring and evaluation
4) Collection of the water tariffs
5) Resolve water disputes and grievances of the farmers
ई – पावासं (E-Pavas) is a customized app developed for the Water User’s Associations. It is a simple tool that
helps the Water Users Associations to carry out their activities for the management of the irrigation
water in an efficient manner within a single tool without having the need to maintain large and cumbersome datasets manually.
ई – पावासं (E-Pavas) has the following features:
1.Demand form: The members of the Water Users Association can fill season-wise crop information
based on which the water demand will be aggregated/determined.
2. Grievance form: The grievance form will allow the members of the Water User’s Association to file
grievances in case they are facing issues like not receiving water rotation in time, not receiving
allocated quota, breakage in the distribution system, etc.
3. Aggregate data at different levels like WUA as well as federations at distributary, taluka and project levels.
ई – पावासं (E-Pavas) is meant to facilitate the functioning of WUAs, help in taking decisions, bring in
transparency and in the long run usher in integrated, equitable and sustainable management of
water helping farmers improve their livelihood security.
