rule:
Player Turns: Tic-Tac-Toe is a turn-based game where two players take turns taking actions. One player is assigned an "X" and the other player is assigned an "O".

Game Board: The game is played on a grid, usually 3x3 squares. Each cell in the grid can contain an "X", "O", or be left blank.

Winning conditions: To win the game, the player must first create a row of three symbols ("X" or "O") in a row, column or diagonal. This line is often called the "winning line."

Blocking and Strategy Gameplay: Players must not only try to create their own winning lines, but also strategically prevent their opponents from doing so. This involves planning actions in advance to prevent other players from winning.

Tie or Tie: If all squares on the game board are filled and no player forms a winning line, the game ends in a tie or tie.

Gameplay:
Players take turns placing their symbols on the grid. The game continues until one player successfully creates a winning line and that player is declared the winner. If all cells are filled but no winning line is formed, the game ends in a draw.
