With the BürgerApp all inhabitants of Tübingen from the age of 16 can participate in the political decision-making on selected topics. The BürgerApp enables the municipal council to ask its residents for their opinion before deciding. Although the decision is made by the local council, the result of the survey gives the municipal council important information whether it is acting in the spirit of the people of Tübingen. If he does not, he must justify a deviant decision.
The University City of Tübingen provides information on the topics and contents of a survey via the BürgerApp. The BürgerApp automatically informs users about new surveys. The vote is possible directly via the smartphone or tablet. Participation is very easy. All inhabitants of Tübingen receive a registration code from the city administration by mail. The one-off registration prevents multiple votes and ensures that only residents vote.
Participation in a survey is always voluntary and completely anonymous. The procedure is structured in such a way that no conclusions are possible, whether a person has participated and how he has answered the questions. The procedure for participation and evaluation of the surveys was agreed with the Commissioner for Data Protection and Freedom of Information of the State of Baden-Württemberg. In order to rule out manipulation, the Tübingen company SySS GmbH has carried out a multi-day safety test and remedied weak points. The BürgerApp has been certified in gold by the SySS GmbH.
