This is a very simple daydream (screen saver) and Live Wallpaper, made just for fun.
To install the Screen Saver: Go to Settings -> Display -> Screen Saver (or Daydream , depending on the version of Android).
For the Live Wallpaper go to Settings -> Wallpaper -> Live Wallpaper
There are also buttons in the app that take you directly to the right setting.

All it is is pictures of fish going across the screen back and forth. It doesn't even reverse the pictures when they go back, so the fish just moved backward with no apparent effort.
