About this app

The Department of Finance, Government of Odisha monitors all receipts and expenditures of the state. The Department also looks after the allocation and monitoring of budget; accessing availability of funds for various schemes and monitoring the status of government investment in equities, loans, etc. Ensuring proper financial management and monitoring of audit also falls under the jurisdiction of the Finance Department. Moreover, the Department of Finance is the administrative department controlling the Directorate of Treasuries & Inspection
Directorate of Treasuries and Inspection (D.T. & I) Odisha is the heads of department for 167 Treasuries functioning in the State. This consists of 30 District Treasuries, 8 Special Treasuries and 128 Sub-Treasuries under respective jurisdiction of 30 District Treasuries and one Cyber Treasury for looking into the matter of electronic receipts. Directorate of Treasuries and Inspection (D.T.I.) Odisha was established in the year 1962; the primary functions being to act as the Heads of Department for the Treasuries and Sub-Treasuries in the State. The D.T.I. Odisha monitors this primary activity on monthly basis and acts as the administrative head for these treasuries as well.
Treasuries & Sub-Treasuries
Treasuries are the nodal offices for all financial transactions of the State Government at respective district levels. They are the key authorities for maintenances of management accounting at the district levels. The Sub-Treasuries work as an extension of the District Treasuries at a local level within the district. The Drawing and Disbursing Officers who are authorized to draw money can present their claims in the District Treasury or Special Treasury or Sub-Treasury, assigned.
Integrated Financial Management System (iFMS) is an important projects prioritized to meet the overall objective of Finance Department. It manages the entire life cycle of the financial system of the state starting from Budget preparation, distribution, Sanction order and Bill preparation till Account reconciliation and submission to Accountant General (AG). It also helps in the electronic receipt for dues & taxes of the state government, Works & Forest Provisioning along with Utilization certificate and Funds Management. This takes into account concerns of stakeholders such as: DDOs, Controlling Officers, Administrative Departments, Director of Treasuries, Controller of Accounts, A.G (O), RBI etc. and bring efficiency, effectiveness in decision making. The bouquet of services provided by IFMS includes Government to Government (G2G), Government to Business (G2B) and Government to Citizens (G2C).
The major functionalities of IFMS Odisha Mobile App have been classified into three major categories. They are:
1 Dash Board for the Senior Management of the State government (G2G):
This functionality is a Log-in based access provided to the senior management of the Government to generate various instant reports for decision making purposes at the macro / higher level.
2 Reports for internal users of IFMS (G2G):
This functionality is a Log-in based access provided to the officials of the Directorate of Treasuries and District Level Treasury Officials. The reports generated are for the purpose of effective monitoring and review.
3 Citizen Centric Services (G2C) & (G2B):
This functionality is available to the citizen through an OTP based authentication process. The citizens availing services through IFMS can view various reports generated relating to those transactions. Such as Know Your Payment Status, Pension Payment Status, Bill Query, Pension Payment Status, TPF Account Check, NPS Contribution Status, PRAN Processing Status, etc.
All the users of the mobile application are requested to register themselves to avail these facilities.
