People with disabilities are often referred to as disabled people who are considered unproductive members of society, unable to carry out their duties and responsibilities so that their rights are ignored. Indonesia is a country that has various risks for disability. Referring to the large number of persons with disabilities, there should be no difference in the treatment of rights fulfillment between normal people and persons with disabilities. In all matters relating to physical activity, persons with disabilities recognize and realize that they are indeed different, not in terms of ability, but rather in the mode of production or in the ways of production. Often the perspective of society in viewing the work of persons with disabilities refers to a quantity approach. This is certainly going to be biased and
reinforce these differences so that they need to be given more attention. In terms of quality, it is difficult to evaluate the work of persons with disabilities with other common people. Even so, it cannot be denied that in practice there are many amazing works produced by persons with disabilities.

Many tertiary institutions have not provided access to educational services for persons with disabilities. In fact, the right to non-discriminatory education for persons with disabilities is protected by international laws and conventions.
As a result of limited access to tertiary education for persons with disabilities, less than one percent of persons with disabilities have a bachelor's degree. In Indonesia, the model of education for persons with disabilities is still segregative, namely by providing special education through special schools or boarding schools. This model separates disabled people from non-disabled people in different environments so that after completing the study period, people with disabilities are still not ready to blend into the environment. Access to tertiary institutions is also difficult for people with disabilities because
one of the requirements to enter college is not having a disability. This also happened at Brawijaya University where previously there were no infrastructure facilities that could be accessed by persons with disabilities. The knowledge of the people of Brawijaya is also still a little about disability issues. In fact, there is one of the identity philosophies of Universitas Brawijaya contained in the logo and logo of Universitas Brawijaya, namely dynamic, universal and justice. The theme of the proposed event is in line with the Student Improvement Management Information System (Simkatmawa), which is an activity about the inclusion movement that aims to increase awareness of Brawijaya University students and society and empower persons with disabilities to optimize their interests and talents freely. In addition, this work program is also in accordance with Key Performance Indicators (IKU) point 2, namely students are expected to gain experience off campus, in the form of humanitarian projects for the community for a foundation or humanitarian organization after participating in the National Work Conference.

On the basis of the problems above, what emerges is that students are required to be able to answer and create an innovation to empower inclusion so that the Indonesian state can continue to maintain its independence. Students must continue to maintain the fire of struggle that is based on the needs of the people by joining the Indonesian National Social Society forum which carries the theme "Student Synergy to Realize Inclusive Indonesia" through the National Working Conference of the Indonesian Social Community Forum of Student Executive Bodies.
