Update based on developer response: Yes, restaurant orders work for non-members. However, the system is deeply flawed for tourists/foreigners. 1) If you try to order from a convenience store, it loops back to asking for Korean ID verification, so it's impossible to use. 2) Non-members cannot get any discounts. It is really disappointing and unfair that foreigners are excluded from promotions just because they cannot register for a full account. You need to fix the convenience store verification.
