App not working (as usual)

I haven't been able to use the app, it's asking me to scan a qr code, it says I should've gotten it from Registraduría over an email, I looked my email's inbox, junk and trash and found nothing. When I was to the Registraduría get the physical document I asked for the qr code and they said I should get it after I received the physical ID, that was days ago and still nothing, what's the point on completing and digital ID paperwork if I cannot use the digital ID?
